BACKGROUND <br /> <br />Routine maintenance is the most economical method for safeguarding tlie public investment <br />biturninous paved streets. The bituminouS street isurface weakens as a result of sunlight <br />exposure, precipitatiOn, freeze/thaw cYcles and traffic', loading. As a result, the asphaltic <br />components of the bituminous' becomes brittle, and'susceptible to cracking. Once water is able to <br />penetrate surface cracks into the road base, pa~vement deteriorates at an accelerating pace. TO <br />avoid this rapid deterioration, ii is the g0al of the City to address the preventative maintenance <br />needs of its street system on a pedodi_c baSisl <br /> <br />The construction and maintertance history of the pavements Pr, oposed for. the 2005 Street <br />Maintenance Program is presented in Appendix A. <br /> <br />The 2005 program consists of eig!~t indiVidual projects. Projects 05-01 tln'ough 05-05 which <br />includes 13.55 miles of City Streets, Will receive a sealcoating preceded by sealing of cracks <br />having widths which exceed one-quarter inch: Projects 05-06 and 05-08 which involve 6,95 <br />miles of street, will receive !a one and. one-half inch bituminous overlay of the existing <br />bitm-ninous pavementi The goal ofsealcoating is to restore the imperviousness of the pavement. <br />Eliminating water and pavement :oxidation retains the flexibility of bituminOus pavement. <br />Sealcoating also adds skid resistance as a secondary benefit. Unlike sealcoats which only <br />preserve the flexibility of the bituminous; an overlay provides additional strength to the <br />pavernent structure as:well as a like new Surface. <br /> <br />Each project has been delineated so as to include streets of like construction and condition and <br />having benefited lots of similar size. Most often, projects are delineated by individual <br />subdivisions or streets. Project 05-01 involves the first sealcoating of recently constructed streets. <br />These streets have been grouped into a single project because funding for this first sealcoat is <br />being provided by a developer escrowl There will be no assessments associated with this project. <br />Project 05-02 consists of sealcoating a section in the southeastern portion of the city which is <br />comprised of 29 individual subdivisions having urban sized lots. This project also includes a few <br />segments of streets in unplatted areas adjacent to these subdivisions. The remaining sealcoat <br />projects, 05-03 through 05-05, consist of single subdivision or pairs of subdivisions which-have <br />similar areas of street Surface per benefited lot. Project 05-06 through 05-08 are overlay projects <br />which consist of grouPs of subdivision or :unplatted areas-having similar areas of street surfac~ <br />per benefited lot. <br /> <br />The streets scheduled for maintenance are illuStrated in Figure 1. All streets prOposed for the <br />program have received a preliminary survey by the City Engineer and Public Works SUpervisor. <br />A post winter survey will be conducted prior to awarding bids in June. Appropriate project <br />adjustments will be made if any of the Scheduled projects are deemed to be inappropriate for <br />sealcoating due to advanced deterioration. <br /> <br />1 <br /> <br /> <br />
