PW CASE: <br /> <br />RECEIVE FEASIBILTY STUDY REGARDING EBONY STREET <br />IMPROVEMENTS <br /> By: Steven J. Jank°wski~-Cit. y Engineer <br /> <br />Background: <br /> <br />The City received a petition for: various utility and street improvements on.September 15, <br />2004. This petition was considered by the City Public Works Committee on September <br />21, 2004, and was forwarded to: the City Council with a recommendation that a feasibility <br />study be prepared. This recommendation was ratified by the City Council at the October <br />l 2; 2004 meeting. Attached to this case is a copy of the feasibility study. <br /> <br />This project includes sewer, water and street improvements and anticipates utilizing a <br />number of' financing sources. This amount will partially offset the trunk fund. expenditure caused by this <br />project. If adjacent parcel subdivide or develop to a more intensive land Use, this project <br />also provides the potential to collect additional tru]~ and lateral benefit charges in the <br />future without incurring additional construction costs. <br /> <br />Tile feasibility study should be reviewed to insure that the Committee is in agreement <br />with methods proposed lbr assessment or funding of tile vari'ous project elements. A <br />sLunnm]'y o f tile funding sclneme Utilized in the study is as follows:' <br /> <br />· L~tterrd sewer and water- shall be 100% assessed to the petitioning property <br /> owners based upon front footage. This cost also includes the removal and <br /> replacement of the bituminous base course of the street. <br />· 14/atermain looping ~ shall be paid by the City's sewer and water trunk fund. This <br /> cost includes the removal and restoration of the bituminous base course <br /> attributable to the watermain looping. <br /> <br /> <br />
