, <br /> PW CASE: <br /> <br />CONSIDER ADOPTING PERFORMANCE STANDARDS FOR TRAILS <br /> By:'Leonard Linton, Civil Engineer I1 .. <br /> <br />Background: <br /> <br />Ramsey has recognized the need for trails to move' pedestrians, bicycles and other non- <br />motorized uses off the roads and streets. Trails and sidewalks have been required as new <br />development occurs. Some of the trail needs are adjacent to roads that were in existence <br />before the need for trail was made a priority. Many of these are not maintained by the <br />City such as State Trunk Highways and County Highways. MSA roads are'maintained <br />by the City but are funded by the state and should be Considered along with the State and <br />Cotmty roads. The master trail plan identifies the proposed locations for trails throughout <br />the City and key ~egments :to construct are' routinely programmed into the 5 year Capital <br />Improvement Plan. Information sources use. d to compile this case include "Minnesota <br />Bicycle Transportation Planning and Des~;g'n Guidelines" prepared by MN/DOT and the <br />Anoka County Highway Department project checklist. <br /> <br />Observation: <br /> <br />The City has been successful in making trail construction adjacent to new devel0pments a <br />condition of the development agi'eement. The design standards have varied because there <br />has not been a performance standard adopted by the City. Developers and their engineers. <br />could show a proposed stEP of :asphalt on their plans and say they are meeting the trail <br />requirement. ~ <br /> <br />There are several published works on bicycle paths.
