CASE # <br /> <br /> INTRODUCE ORDINANCE TO AMEND <br />R-1 RESIDENTIAL DISTRICT OF CITY CODE; <br />CASE OF CITY OF RAMSEY <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />The City Council and Planning Commission have been discussing proposed changes to the R-1 <br />Rural Developing Dis~ict in City Code for several months. The Planning Commission held a <br />public hearing on the proposed changes at their August 5, 2004 meeting. At the January 19th work <br />session, the City Council directed staff to :bring the draft ordinance to the Planning Commission <br />for discussion at their February 3rd meeting, and to place the ordinance on the February 8th Council <br />agenda for introduction. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Draft City CounCil Work Session minutes dated January 19, 2005 <br />b) Planning Commission meeting minutes dated August 5, 2004 <br />c) Map exhibit - Rural Developing Area <br />d) Draft Rural Developing Ordinance <br /> <br />Notification: <br /> <br />A public hearing was held at the August 5, 2004 Planning Commission meeting, and was properly <br />advertised in the Anoka County Union. Staff alsO sent a public hearing notice, map, and summary <br />of proposed changes to °wners of'parcels 5 acres or larger in the Rural Developing District. <br /> <br />Observations: <br /> <br />Staff has been working with the Planning Commission and the City Council on a draft cluster <br />ordinance for the Rural Developing: Area. Generally, a new subdivision under the proposed <br />standards would contain the same number of'lots permitted under current zoning, clustered in a <br />portion of the property, with a remainder parcel that could be developed when and if city sewer is <br />available to that parcel. :New lots would range ~from ¼-acre to ~-acre in size, and would be served <br />by a community septic system that would be located on a' lot controlled bY a Homeowners <br />Association (HOA). The HOA would Own, maintain, and monitor the communal system. <br />Infrastructure required to hook up the system to City sewer would be installed at the front end to <br />avoid costly retrofitting ,down the road. The remainder of the parcel not utilized for cluster lots or <br />the communal system would be Platted as one or more outlots to allow further urban development <br />when and if urban services are available to the site. <br /> <br />As written, all new subdivisions would need to meet the new standards, regardless of lot size - <br />there would be no exception for simple tot splits. Parcels that are 5 acres or larger would be · <br /> <br /> <br />
