Assistant Community Development Director Trudgeon responded in the affirmative. <br />Ms. Norleen asked how the undeveloped Portion of the land would be taxed. <br /> <br />Assistant Community Development Trudgeon replied the tax would depend on What the land is <br />used for. <br /> <br />Ms. Norleen asked if the homeoWners association would handle the fees for the septic system <br />and the annual inspection fee. <br /> <br />Assistant Community Development DirectOr Trudgeon. responded in the affirmative. <br /> <br />Ms. Norleen questioned if commUnity wells are preferred t° private wells. <br /> <br />Assistant Community Development Director Trudgeon replied that is the way the ordinance is <br />written. <br /> <br />Chairperson Nixt noted the issue with ~he community Well is it Would help alleviate what is done <br />when the property owner wants to connect; The biggest issue he sees is the cost of installing the <br />infrastructure up front and not connecting it. He does not see that as a cost effective solution. <br /> <br />Ms. Norleen asked if there is any idea of when water will come to the. area of 179th Avenue. <br /> <br />Assistant Community Development DirectOr Trudgeon replied' there are no plans right now north <br />of Trottbrook. This will be determined by looking at the land and the existing infrastructure. <br /> <br />Ms. Norleen questioned if about 25 percent:of the land would be able to be clustered. <br /> <br />Chairperson Nixt explained the gross area of the land would be looked at as well as the <br />topographic features. The City :ordinances will need to be complied with, and there will be <br />several factors involved, The area determined would be specific to the land. <br /> <br />Ms. Norleen commented she does nOt see disclosing that the land next to the cluster will be <br />developed some day as a problem. <br /> <br />Elliot Schafer, 6200 Green Valley Road, inquired about the process of hooking up to sewer and <br />water on a rural lot. <br /> <br />Assistant Community Development Director Trudgeon replied there would be a community <br />septic system. The line-could go out to the street and a force main into a con:tmon tank'and into <br />the community drain field. When sewer and Water comes down it is set up for connection. <br /> <br />Mr. Schafer asked if park dedication would be required again when the area that was not <br />developed with the clustering is deVelOped in the. future. <br /> <br />Assistant Community Development Trudge°n responded in the affirmative. <br /> <br /> Planning icommission/August 5, 2004 <br /> Page 36 of 40 <br /> <br /> <br />
