f~153 Nowthen Boulevard NW- Ramsey, Minnesota 55303
City Hall' (763) 427-1410 · Fax: (763) 427-5543
www.ci.ramsey.mn.us

January 31, 2005

Dear Resident:

Anoka County isI currentlY in the process ofprepar/ng plans for a highway project on
County Road 116 to be constructed in AugUst of 2005 which will include a traffic signal
at Dysprosium Street and a four lane, divided median highway between TH 47 and
Dysprosium Street. As a part of these improvements, some accesses onto County Road
116 are being proposed for elimination asa measure to enhance safety, including Barium
Street (a private street) into the Mallard' P0nd.s. development.

The proposed closure of th/s access Would result in 140th Avenue becoming the single
remaining access:into the Mallard Ponds toWnhouse development. A potential second
access point exists 'at Argon Street between the Flintwood Hills 3~d and Mallard Ponds
developments, cUrrently this a¢cessSs gated and is to be used only in emergency
situations. The City police and lFire departments have concerns over how well this access
would work in an .actual emergency Situation. City staffhas recommended to the Public
Works Committe.e that if Barium Street is to be closed that the gated access at Argon
Street be removed. It was rtle consensus of the Public Works Committee that there
needed to be more than One access into. the Mallard Ponds devel9pment and that the gated
access at Argon Street be removed. However the Committee also recommended that
local resident input on this Prop0saI be solicited and that some traffic modifications be
considered to mimmize traffic from outside the neighborhood.

The City Council Will be considermgthese staff and committee recommendations at their
regular meeting on Tuesday,. FebruarY 8, 2005 at 7:00 pm at.Fire Station No 1 located at
15050 Armstrong ~Boulevard. A~ a resident who may be affected by t. hese proposed
changes you are invited to attend this-meeting and share ~our views with the City CoUncil
on this matter.

Smcerely,

crrY

Steven J.
