Councihnember Elvig concurred. He stated with the density retrofit scenario, densities outside of
the traditional norm need to be considered. If there are going to be greenway corridors some of
the areas will need to have the densitY compressed.

City Administrator Norman noted 1/3 of the City is north of Trott Brook, and staff has discussed
this with the consultant. This area will require attention.

Councilmember Cook expressed concern with the planning that occurred south of Trott Brook
and stressed that the area north of TrOtt BrOok should have better planning.

City Administrator Norman indicated the ordinance being considered would likely do away with
the Rural Preserve and 2.5 acre type development and would allow cluster development. Sewer
and water is not anticipated in the area north of Trott Brook in the near future.

Mayor Gamec commented that there have been discussions of the area on the northwest corner of
Armstrong Boulevard and 181 st Avenue becoming a node with a grocery store.

Councilmember Strommen stated she likes the idea of identifying potential commercial nodes
and parks on the map. She expressed concern in making sure the townhome market around
Town Center fills up before pushing further north;

Mt'. Gordon indicated rural cluster development to the north is an option, as it a little different
and might not take on as strong.

Councihnember Elvig stated he agrees with Councilmember Strommen regarding housing
around Town Center. He commented enough growth is needed to sustain the cash flow that is
being invested into Town Center.

Councilmember Pearson commented the last large parcels of open land are to the northeast and
there will be a lot of pressures with land value to run water and sewer up in that area. Once it is
determined where the pipe will run the densities will likely stay close to the pipe. He would like
to see the density close to Town Center first, but the density will go towards the north.

Councihnember Strommen stated the land use policy needs to be set so the more difficult areas
develop first.

The Council discussed that the area north of Trott Brook needs to be included in land use
planning discussions.

Councilmember Elvig suggested the consultant study the area north of Trott Brook as the next
phase. He suggested the current Comprehensive Plan Amendment discussions continue with the
areas of the City that have been presented in the development scenarios tonight.

Mr. Gordon indicated any adjustments to the development scenarios that need to be made prior to
the public open house should be discussed, The open house is scheduled for February 24, 2005.

City Counci! work SesSion/January 4, 2005
Page 3 of 4
