Councilmember Strommen stressed that Town Center should not be used as an excuse for more <br />development going north. Any expansion should be the right thing for the community as a <br />whole. <br /> <br />The consensus of the Council was to direct staff to place a motion on the agenda of the regular <br />City Council meeting to provide specific d-(ructiOn for the Municipal Center project. <br /> <br />The Council further directed staff to provide clarification to fiscal impact revenue projections as <br />to how they relate to the anticipated expenditures of the Ramsey Town Center Project and the <br />Municipal Center Project. <br /> <br />City Administrator Norman indicated staff will also be requesting authorization to make a formal <br />request of the EDA to initiate the bonding Process for lease revenue bonds. <br /> <br />City Administrator Norman reviewed that at the last work session the Council directed staff to <br />proceed with obtaining bid alternates for the Municipal Center to be built with a second floor on <br />the police facility and a third floor on the City Hall portion of the building. The architect has <br />informed staff the alternates would need to be designed in order to obtain bid alternates. <br /> <br />Assistant City Administrator Nelson indicated construction documents should be completed by <br />mid March. The second and third floor alternatives must either be included in the project or <br />eliminated from the project. Staff would like direction fTom the Council. Staff does not <br />recommend including the second or third floor in the design. <br /> <br />Cheryl Badinger of 3D/I informed the Council the growth of the building as it is planned will <br />accommodate growth for at least the next 10 years. <br /> <br />The architect of BKV explained 3D/I BKV Group recently designed a 60,000 square foot facility <br />for the city of Edina that serves 48,000 residents. Ramsey's facility is planned at 68,000 square <br />feet and the cmTent population in RamseY is 22,000. He indicated the option to add on to the <br />building is prudent, If the City will not be: leasing the upper levels the recommendation of 3D/I <br />BKV Group is not to build the second or third level at this time. <br /> <br />Ms. Badinger advised there would also be operating costs, such as heating, to consider if the <br />upper levels were to be built. <br /> <br />City Administrator Norman indicated it is staff's recommendation to build the facility without <br />the third floor on City Hall or the second floor on the Police Facility, and that the building be <br />constructed with the ability to add the additional floors in the future. <br /> <br />The consensus of the Council was to direct staff to proceed with the completion of the <br />construction documents on the Municipal (Facility without the third floor on City Hall or the <br />second floor on the Police Facility, with the building constructed with the ability to add the <br />additional floors in the future. <br /> <br />City Council :Work Session/January 19, 2005 <br /> page 3 of 8 <br /> <br /> <br />
