The
sketch plan that was reviewed by the Planning: Commission at their January 6, 2005 meeting
proposed to develop 10 single-family lots and 32 single unit townhomes. The applicant has since
revised the sketch plan to address some of staff's initial comments and concerns.

Associate Planner Wald explained the subjlect property is 28 acres in size and zoned R-1 Single
Family. City Code restricts density to three units per acre or up to four units per acre through a
PUD, which can include townhomes, r The ~sketch plan is proposing to plat the property into txvo
single-family lots and 50 detached single uflit toWnhomes for a density of 3.5 units per acre. The
subject property will need to be rezoned tol PUD. She explained staff will refer to the standards
established in the R-2 District when :reviewing setback and dimensional requirements. The
applicant has the ability to request deviations from City Code through the PUD process.

Associate Planner Wald indicated the sketch plan is proposing to gain access from Potassium
Street and Radium Streert. The sUbdiviSion;is comPlying with City Code by making a connection
to Radium Street, which is located withini an existing residential neighborhood. The City has
also received a sketch plan application for !he development of the property located to the east of
the subject property; Rum River Meadows. It is important to coordinate street layout and
connections between Shade Tree Cottages, iRum River Meadows, and the existing neighborhood
to the north. The revised street layout prox~ideS for the most direct connection to Radium Street.
Associate Planner Wald explained PotassiU~m Street is currently an unimproved public street. It
is the City's desire to upgrade gravel stre6ts whenever possible and therefore discussions have
been initiated regarding the City participating in the cost to complete the street improvement
project, especially considering that Potassium Street is already a dedicated public street and
therefore is not included in the plat boundary line. In order to facilitate development within Rum
River Meadows, Shade Tree Cottages, and to better serve existing residents along Potassium
Street, it seems beneficial to upgrade:Pota.Ssium Street to urban street standards in conjunction

City CounCil/january 25, 2005
