2A) Authorize Hiring of Assistant FinanCe Officer Assistant City Administrator Nelson explained this case is to authorize the hiring of an Assistant Finance Officer. A final agreement has not been reached with the preferred candidate, but she believes staff will receive an answer soon. Staff requests the Council give authorization to hire this position at a starting hourly wage of $32.31 - $33.71 plus benefits and three weeks vacation annually. Staff would then continue negotiations with this candidate and bring the hiring back for ratification at the February 8, 2005 meeting. This was the recommendation of the Personnel Committee. Motion by Councilmember Jeffery, seconded by Councilmember Cook to ratify the recommendation of the Personnel committee in Case 1 through 3 and adopt Resolution #05-01- 026 ending the probationary period for full-time Public Works Maintenance Worker, Andy Eccleston, January 20, 2005; and ReSolution #05-01-027 approving the 2005 City contribution toward the cost of Health Insurance Benefits for members of AFSCME bargaining unit and all benefit eligible non-uniOn employees approveing a contingency transfer of $18,000.00 to cover the cost of this benefit;' and authorizing the.hiring of an Assistant Finance Officer at a starting hourly wage not to exceed $32.31-$33.71 Plus benefits and three weeks of vacation annually, contingent on successful completion of background checks, employment physical, and drug/alcohol screen. This hiring will be brought back to the Council for ratification at the February 8, 2005 City Council meeting. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Elvig, Olson, Pearson, and Strommen. Voting No: None. 3) Performance Review for CitY Administrator Mayor Gamec indicated the City Council, as a whole, met during the Personnel Committee to discuss the performance review for City Administrator Norman. Due to the good report on City Administrator Norman, the Council recommended during the Personnel Committee meeting an increase of $100 per month to City Administrator Norman's retirement account. Motion by Mayor Gamec, seconded by COuncilmember Cook, to ratify the recommendation of the Personnel Committee and authorize a $100 per month increase to the retirement fund of City Administrator Norman. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, Pearson, and Strommen. Voting No: None.
