Motion by Councilmember StrOmmeh, Seconded by Councilmember Jeffrey, to adopt Resolution <br />#05-01-028 establishing a 7 member Enyironmental Policy Board and to direct City Staff to <br />proceed to advertise to 'fill the positions on the Environmental Policy Board. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Jeffrey, Cook, Elvig, <br />Olson, and Pearson. Voting No: None. <br /> <br />Case #5: Request for an Interim U~e Permit to Allow for a Temporary Modular Office <br /> Structure; Case of City ogRamsey Public Works Department <br /> <br />Community Development Director Trudgeon stated the Ramsey Public Works Department has <br />submitted an applicati6n for an Interim USe Permit to place a temporary modular office structure <br />on the same parcel as their existing facility: The Public Works Department is in need of more <br />inside storage and therefore plans t° Convert the existing office space into additional storage and <br />relocate those offices into the tempOrary modular office structure. He explained the Public <br />Works Department woUld like to in-Stall the strUcture on their site located on Jasper Street to <br />provide an adequate office spaCe for 'their'_ staff as well as a lunchroom and training area. Staff <br />has reviewed the site plan that was sUbmiged along with the application. The proposed location <br />of the temporary modular office structure ~does not appear to impact any of the existing parking <br />stalls on site. Due to the proposed location of the strUcture, the access to the site off of Jasper <br />Street will be closed. This area will l be converted into green space with turf and other <br />landscaping. New curbing will be installed alOng Jasper Street to facilitate the closing of this <br />access. Primary access to the site will now be from 142t~d Avenue. He explained the Public <br />Works Department is Proposing.to remove 'the:temporary modular office structure once a new <br />office building is constructed. HoWever, that timeframe is not known at this point. The <br />maximum duration of an Interim Use Pei'rnit is five years from the date of approval, unless <br />othe~wvise approved by the City CounCil. iThe Planning Commission held a public hearing and <br />recommended approval/ <br /> <br />Councilmember Elvig commented these facilities are substandard and he appreciates staff's <br />approach with this temporary structure. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #05- <br />01-029 adopting Findings of FaCt#07i4 relating to a request for an Interim Use Permit to place a <br />temporary modular office structure on:the same parcel as the Public Works' existing facility until <br />January 25, 2010. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen.
