A Facilities Committee Was created last year and the Committee has been
working with the conSUltants throughout: the design phases. The Committee reviewed past
discussions concerning the possibility of an addition to the current City Hall facility or new
construction in the Town Center site. At arecent work session, it was noted that it was far more
advantageous to build a new facility on the Town Center site than build an addition on the
current City Hall campus. During a work Session on January 19, 2005, the City Council directed
staff to place an item on the Council agenda that would provide specific direction for the
Municipal Center project. He advised the motion before the Council is to direct staff to proceed
with the Municipal Center project on the Ramsey Town Center site, and to further direct staff to
make a formal request of the Economic Development Authority to initiate the bonding process
which will be a lease revenue bond, and further to direct staff to continue to provide clarification
to fiscal impact revenue projections as to how they relate to the anticipated expenditures of the
Ramsey Town Center Project and the Municipal Center Project, prior to bonding and bid letting
of the project.

Motion by Councilmember Cook, seconded by Councilmember Pearson, to direct staff to
proceed with the Municipal Center project on the Ramsey Town Center site, and to further direct
staff to make a formal request of the Economic Development Authority to initiate the bonding
process which will be a lease revenue bond, and further to direct staff to continue to provide
clarification to fiscal impact revenue projections as to how they relate to the anticipated

City Council/January 25, 2005
