Motion by Commissioner Olds, seconded by Commissioner Shryock, to approve the following <br />Park and Recreation Commission Regular Meeting Minutes: <br /> <br />1) Park and Recreation Comrrfission Regular Meeting Minutes dated November 11, 2004. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Olds, Shryock, LaMere, <br />Lehman, Ostrum, and Pontius. Voting No: None. Absent: None. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Sketch Plan Review for St. Anthony Gun Club <br /> <br />Civil Engineer II, Leonard Linton noted Oakwood Land Development has submitted sketch <br />plans for St. Anthony Gun Club Property and Brookfield Addition. St. Anthony Gun Club is <br />located east of Variolite Street at 161st Avenue North. They have also submitted a sketch plan <br />for Brookfield Addition, which is covered in a. separate case. This project is for up-scale single <br />family, urban service lots. This development is in the Trott Brook Recreation District. <br /> <br />These projects are not adjacent; however both require the same steps to get to the preliminary <br />plat approval stage. Both plats will require Comprehensive Plan amendments because they are <br />outside the current urban service area boundaries. The sketch plans as submitted do not show <br />any park dedication. The Planning Commission cases indicate the anticipated number of units <br />for each development. They are not quoted here since it is logical that part of the park <br />dedication should consist of useable land in each case. <br /> <br />The St. Anthony Gun Club Property is 102 acres with a density of 2.2 acres. Land only <br />dedication would require 10.2 acres. St Anthony Gun Club is immediately east of Central <br />Park. The sketch plan review letter sent to the developer pointed out that a trail is needed and <br />that trail Outside the plat is trail credit Eligible. <br /> <br />The Planning Commission was not a public hearing since it was sketch plan review, which is <br />not mandated by state law; however comments were accepted from the public. C0n%rns <br />included the Comprehensive Plan amendment, connection to Traprock Commons, increased <br />traffic and density transitioning. The city is tentatively planned a meeting for FebrUary 24, <br />2005 to initiate the Comp Plan amendment process. This case was tabled until the March <br />2005 meeting. <br /> <br />Precedent has been to make the formal park dedication after the preliminary plat has been <br />submitted. This is de£mitely prUdent at this stage since the plans are changing. <br /> <br />Chair Johns asked if this was directly across from Central Park. <br /> <br />Civil Engineer II Linton noted it was. <br /> <br />Chair Johns questioned where County Ditch 66 was and whether it is part of their trail plan. <br /> <br />Park and Recreation Commission/January 13, 2005 <br /> Page 2 of 8 <br /> <br /> <br />
