created. Lots 1, 2 and 3 were specifically identified as concerns since wetlands are shown on the
sketch plan. Wetland delineation will be performed as part of the preliminary platting process.

Chair Johns asked Commissioner Ostrum, because he lived in the neighborhood, if there were a
lot of children walking to the school and would they need a trail. :

Commissioner Ostrum did not think they needed to have a trail because there are not many
homes in the area. He was more concerned with the wetland and building within this area.

Parks/Utilities Supervisor Riverblood noted this will be looked at and sidewalks are required in.
this area and are available. He did not think a trail would be necessary.

Commissioner Olds asked if they had :the ability to put an easement in there for a future trail or
sidewalk.

Parks/Utilities Supervisor Riverblood 'stated the right-of-way would.provide adequate room for
future trails or sidewalks. He thought the developer should still be assessed a fee for a trail or
sidewalk in the future because it is the only fair thing to do and consistent with what other
developers are required to do.

Chair Johns thought they should make an allowance for an area for future 'trail development in
the area.

Motion by Commissioner Olds, seconded by Commissioner Shryock to recommend that park
dedication for this project be accepted in cash of $15,400 with trail dedication of $3,850.
Recommend staff to review the possibility of a sidewalk.

Motion carded. Voting Yes: Chairperson Johns, Commissioners Olds, Shryock, LaMere,
Lehman, Ostrum, and Pontius. Voting. No: None. Absent: None.

COMMISSION/STAFF INPUT

Civil Engineer 1I Linton noted he looked at the six areas mentioned at a previous meeting and
there really is not any area that could provide park land but is nice green space.

Chair Johns thought Civil Engineer 1I Linton was going to look into pieces of trails and cost
estimates. She wondered if this has been done.

Parks/Utilities Supervisor Riverblood reviewed the areas discussed.

Civil Engineer 11 Linton noted this for future discussion.

Chair Johns wondered what happened' with the Park District and are they going to do another

one.

Park and Recreation Commission/January 13, 2005
Page 7 of 8
