Environmental Policy Board (EPB) 5. 1. <br />Meeting Date: 07/16/2018 <br />By: Chris Anderson, Community <br />Development <br />Information <br />Title: <br />Consider Landscape Plan for Lazy Days RV Site Plan (Project No. 18-126) <br />Purpose/Background: <br />Lazy Days RV (the "Applicant") is in the process of acquiring Shorewood RV, located at 8390 Riverdale Drive <br />NW (the "Subject Property). As part of the acquisition, the Applicant is proposing to replat Outlot A Alpaca Estates <br />4th Addition into a buildable lot and construct a 29,600 square foot, thirty (30) bay maintenance facility for their <br />RV operation. A Landscape Plan was included with their Site Plan submittal. <br />Observations/Alternatives: <br />The Subject Property is located within the B-2 Highway Business District. The MLCCS identifies the Subject <br />Property as dry grassland with no significant natural resources. The Subject Property is essentially devoid of any <br />existing tree cover. There are no wetlands or floodplains on the Subject Property either. <br />The landscaping requirements of the B-2 District are based on either the building footprint (1 tree per 1,000 sq. ft.) <br />or site perimeter (1 tree per every 50 lineal feet), whichever is greater. Also, for every ten (10) parking stalls, an <br />additional tree is required. The Subject Property also abuts an existing residential parcel to the south, so a forty (40) <br />foot bufferyard is also applicable along that common boundary. <br />The proposed landscaping includes a mix of deciduous and coniferous trees and shrubs. It appears that the was an <br />errant calculation on the required shrubs and that number will be able to be reduced significantly if the Applicant so <br />desires. The species are all acceptable and meet the minimum size requirements. <br />The Landscape Plan does include fourteen (14) evergreen trees, with some deciduous trees interspersed among <br />them, along the south lot line. Additionally, a six (6) foot tall cedar privacy fence is also proposed along the <br />southern lot line. The combination of landscaping and 100% opaque fencing appears to satisfy the bufferyard <br />requirement between the differing uses (commercial adjacent to residential). <br />There is also a Lighting Plan provided demonstrating how the Subject Property will be illuminated. The plan <br />appears to comply with the City's lighting standards. They will utilize LED lighting with recessed bulbs so the bulbs <br />are not visible from off the Subject Property. <br />Funding Source: <br />All costs associated with this request are the Applicant's responsibility. <br />Action: <br />Motion to recommend approval of the Landscape Plan contingent upon compliance with the Staff Review Letter. <br />Attachments <br />Site Location Map <br />Landscape Plan <br />
