North Dayton Development AUAR <br />The proposed project will not involve physical or hydrologic alterations of surface waters. <br />MITIGATION MEASURES (QUESTION 11): <br />• A Stormwater Pollution Prevention Plan (SWPPP) must be prepared to ensure compliance to <br />applicable regulations. The plan will include references to the following: <br />o Erosion control blanket will be placed as soon as feasible after the slopes are constructed <br />o Only "wildlife friendly" erosion control mesh will be used <br />o Permanent vegetation installation procedures will follow MNDOT's "Standard Specifications for <br />Construction", 2005 edition, as may be amended <br />• Discharge rates will not exceed the existing rates for 2, 10, and 100 year storm events. <br />• Phosphorus loading in the discharged stormwater runoff will not exceed existing phosphorus loading. <br />■ Infiltration of 1 inch of runoff from new impervious surfaces will be provided, where feasible. <br />• The project will comply with all applicable setbacks and ordinances, including a 150 foot setback <br />from Public Water Wetland 27-124 and an undisturbed 100 foot buffer zone from the Mississippi <br />River. <br />■ Steep slopes will be protected to avoid downstream degradation of soils. <br />■ Duration of disturbed soils will be minimized through construction phasing. <br />• All wetlands mitigation will be completed on -site or purchased from an approved wetland bank within <br />Hennepin County. <br />• In -water construction activity will be avoided, but where it does occur best management practices such <br />as silt curtain will be utilized. <br />12. Contamination/Hazardous Materials/Wastes <br />a. Pre -project site conditions - Describe existing contamination or potential environmental hazards on or in <br />close proximity to the project site such as soil or ground water contamination, abandoned dumps, closed <br />landfills, existing or abandoned storage tanks, and hazardous liquid or gas pipelines. Discuss any potential <br />environmental effects from pre -project site conditions that would be caused or exacerbated by project <br />construction and operation. Identify measures to avoid, minimize or mitigate adverse effects from existing <br />contamination or potential environmental hazards. Include development of a Contingency Plan or <br />Response Action Plan. <br />Based on past land uses and review of the Minnesota Pollution Control Agency's What's in My <br />Neighborhood database, environmental hazards are not expected to be found in the study area. A <br />majority of the subject site is still currently used for agricultural purposes with portions of the property <br />25 <br />
