1. Introduction <br />a. Proposed Development <br />A 560-acre primarily single family residential development is proposed on the south <br />side of Dayton River Road around the area of Vicksburg Lane and River Hills <br />Parkway in Dayton, Minnesota. Following are key attributes of the proposed <br />development: <br />i. Access to the site will be provided along Vicksburg Lane, Zanzibar Lane's <br />future northern extension, a future north -south road between Dayton River <br />Road and N Diamond Lake Road east of Vicksburg Lane, Lawndale Lane, <br />and an additional north -south roadway proposed between Lawndale Lane <br />and Vicksburg Lane per the concept development plan in the Appendix. <br />ii. The site's 2030 Future Land Use plan includes a mix of single-family <br />residential homes, rowhomes or other multifamily units, and mixed -use <br />commercial. This land use has a higher density than proposed by the <br />developer. <br />iii. The proposed development's preferred land use plan decreases the number <br />of rowhomes or other multifamily units and the commercial component. <br />iv. The development is expected to be one third (1/3) occupied by 2025 and fully <br />built and occupied by 2040. <br />b. Purpose of Study <br />The purpose of this study is to determine the traffic impacts associated with the build <br />out of the proposed development. The traffic impacts are studied on the roads and <br />intersections where significant impact is anticipated and improvements are <br />recommended where mitigation is needed. For those not familiar with the general <br />concepts and terms associated with traffic engineering, The Language of Traffic <br />Engineering guide is included in the Appendix. <br />c. Study Objectives <br />The objectives of this study are: <br />i. Document how the study intersections and roadways currently operate. <br />ii. Forecast the amount of traffic expected to be generated by the proposed <br />development under each land use scenarios: <br />a. Using the land uses designated in the 2030 Comprehensive Plan. <br />b. Using the preferred build alternative proposed by the developer. <br />iii. Determine how the study intersections and roadways will operate in the future <br />year 2025 (short-term) with and without the proposed development <br />scenarios. <br />iv. Determine how the study intersections and roadways will operate in the future <br />year 2040 (long-term) with and without the proposed development scenarios <br />accounting for potential upgrades of the future roadway network. <br />v.
