c. 2040 Vehicular Mitigation Analysis <br />Per the above analyses, an increase in insufficient intersection and corridor <br />operation occur in the 2040 scenarios. Based on these results the following <br />mitigation is recommended: <br />Intersection: <br />N Diamond Lake Road/Brockton Lane: The single -lane roundabout required <br />for 2025 begins to break down in the 2040 p.m. build scenarios due to increased <br />turning traffic on Brockton Lane and increased through volumes on N Diamond <br />Lake Road. By adding dedicated right turn lanes to each approach leg the overall <br />intersection delay is improved to a LOS C with the northbound approach <br />experiencing a LOS D. These delays are only expected in the p.m. peak period <br />as the a.m. peak period operates with all movements at LOS A. <br />Roundabouts are generally recommended to be constructed with the smallest <br />number of approach lanes initially. Therefore, the single -lane roundabout should <br />be constructed for the 2025 conditions, reserving right-of-way for the right turn <br />lanes (the 2040 mitigation) at a later date. <br />If the signalized intersection, with separated turn lanes, was implemented with <br />the 2025 mitigation, retiming of the signal will support the projected volumes with <br />a overall LOS B or better. <br />Dayton River Road/Pineview Lane: The single -lane roundabout at Dayton <br />River Road/Pineview Lane begins to experience significant delays for the <br />mainline movements due to an increase in traffic along Dayton River Road. <br />These delays occur for eastbound traffic in the a.m. peak hour and westbound <br />traffic in the p.m. peak hour. By adding dedicated right turn lanes to each <br />approach leg, the overall intersection delay is reduced and operates at a LOS C <br />during the p.m. peak hour. Chart 11 and Chart 12 show the corresponding LOS <br />under the mitigated layout. <br />Roundabouts are generally recommended to be constructed with the smallest <br />number of approach lanes initially. Therefore, the single -lane roundabout should <br />be constructed for the 2025 conditions, reserving right-of-way for the right turn <br />lanes (the 2040 mitigation) at a later date. <br />If the traffic signal was implemented, expansion of the Pineview Lane <br />approaches is required. For the northbound approach separate left and right turn <br />lanes are required, while the southbound approach can operate with a dedicated <br />right and shared through/left lane.
