Response to Draft Scoping EAW Comments <br />January 9, 2018 <br />Page 10 <br />discussed in SEAW Item 9.a.i. on page 8). They will add value to the ultimate development in the area, as <br />visual amenities, wildlife corridors, and erosion protection within the steep ravines leading toward the River. <br />Response: Project design will minimize impacts to wooded and wetland areas <br />MINNESOTA POLLUTION CONTROL AGENCY COMMENTS <br />1) Item 7 - Cover Types: <br />The table of cover types in this section is lacking entries in the "After" column so it is not possible to determine <br />the changes in cover types as a result of the Project. The MPCA recommends column A be completed in the <br />AUAR. <br />Response: Changes in cover type acreages will be provided in the AUAR. <br />2) Item 11 — Water Resources: <br />• The process to avoid, minimize, and mitigate wetlands is required and specific in -water best management <br />practices must be included in the AUAR. <br />• Also, if a U.S. Army Corps of Engineers 404/MPCA 401 Certification are required, an antidegradation <br />assessment, (Minn. R. 7050.0250 to 7050.0335) may now be needed for the Project. For questions regarding <br />401 Certification, please contact Bill Wilde at 651-757-2825. <br />• The SEAW focuses primarily on post development stormwater controls to be utilized by the project and does <br />not address the temporary stormwater sediment controls as specified in Item 11. ii. required to prevent <br />impacts to area surface waters during construction.
