CC Work Session 2. 1. <br />Meeting Date: 09/11/2018 <br />Information <br />Title: <br />Receive Update on Highway 10 Plan: Ramsey Gateway Project <br />Purpose/Background: <br />The purpose of this case is to receive an update on the planning and design process for future Highway 10 <br />improvements. For more information on the project, please visit www.ramseygateway.com. Below is an update <br />from Bolton and Menk, the City's consultant on this project. <br />Ramsey initiated the Ramsey Gateway Highway 10 Project to identify a singular vision for Highway 10 through the <br />City of Ramsey that can be embraced by all agencies. <br />• Includes full extent of Highway 10 both on and surrounding corridor <br />• Project will build upon the 2015 Highway 10 Access Planning Study to package a unified vision in Ramsey <br />that: <br />• Can be built in components <br />• Has a clear and strong need <br />• Is reasonable and responsible <br />Ramsey working in collaboration with Anoka County, MnDOT, Metropolitan Council, Elk River and Anoka (will <br />bring into discussion when needed) <br />• Technical Advisory Committee — first meeting of agencies held on 8/28 <br />• Steering Committee — public & businesses invited to participate. First meeting anticipated in <br />October/November <br />• Highway 10 Coalition — announced study is underway on 8/23 <br />Study began in June 2018 and will take approximately one year.The end product will be a single vision that <br />resolves uncertainty. With completion of this project the following will be known: <br />• Property impacts <br />• Highway access <br />• Railroad treatments <br />• Supporting roadway network <br />• Construction costs <br />By 2025 Highway 10/169 will be transitioned to freeways in Elk River and Anoka. Delay, congestion and safety <br />issues on Highway 10 in Ramsey will worsen. Problems shift to Sunfish Lake Blvd signal and Jarvis/Alpine (west <br />end). <br />• Regional gateway <br />• Growth will continue <br />• Important multi -modal corridor <br />• Need to resolve uncertainty for businesses <br />In addition to planning efforts along Highway 10 in Ramsey, below are several updates pertaining to Highway 10 <br />improvements in the City of Anoka. <br />• $80M of $93M has been secured for Highway 10 improvements in Anoka. This includes converting at -grade, <br />signalized intersections at Fairoak Street and Thurston Avenue to grade -separated interchanges (Thurston <br />Avenue = full interchange; Fairoak Avenue = tunnel under Highway 10 with no direct access). <br />• MnDOT is planning on replacing the Highway 10 bridge over the Rum River, and is considering additional <br />improvements at surrounding intersections (Saint Francis Boulevard/Ferry Street). <br />
