[Above space reserved for recording data] <br />FORM OF CERTIFICATE OF COMPLETION <br />The undersigned hereby certifies that H & P Development L.L.C., has fully and completely <br />complied with its obligations under Article III of that document entitled "Contract for Private <br />Development," dated June 5, 2000, between the City of Ramsey, Minnesota and H & P <br />Development L.L.C., recorded in the office of the Anoka County Recorder as Document Number <br />1505053, and in the Office of the Anoka County Registrar of Title as Document Number 354698, <br />with respect to construction of the Minimum Improvements on the real estate described on <br />Exhibit A attached hereto and incorporated herein ("Property") in accordance with the <br />Construction Plans, and is released and forever discharged from its obligations under the above - <br />referenced Article III. <br />In addition, that a Lien Agreement between H & P Development L.L.C. and the City of <br />Ramsey dated June 5, 2000 and recorded in the office of the Anoka County Recorder as Document <br />Number 1505053, and in the Office of the Anoka County Registrar of Title as Document Number <br />354698 is hereby terminated and the lien against the Property created thereby released and <br />discharged. <br />
