CC Regular Session
Meeting Date: 09/11/2018
By: Diana Lund, Finance
4. 5.
Information
Title
Adopt Resolution #18-183 Declaring Costs to be Assessed and Calling for a Public Hearing on Proposed
Assessment for Past -Due Charges on Municipal Utility Bills (which may include water, sewer, street lighting,
recycling, storm water charges and penalties incurred) and Current Services Rendered.
Purpose/Background:
Annually, the city certifies to the following year's property tax, any accounts receivable (either
utility or invoiced) that are more than sixty days delinquent as of September 1 and not paid by
November of that same year.
The number of accounts that will be receiving a delinquent notice with possible certification to
property taxes decreased in comparison to 2017 (1,041 accounts vs 1,090 accounts in 2017).
Even though the number of delinquent accounts decreased from 2017 to 2018 the total
delinquent amount to be assessed has increased approximately $5,129. The slight increase could
be attributed to the January 1, 2018 rate increases on water and storm water utilities.
Notification:
Utility bills are sent quarterly to all residents and commercial businesses within the city. If an account is more than
30 days past due, a follow up collection notice stating delinquency is sent. In September, the city follows up with a
letter to respective delinquent properties (more than 60 days past due on September 1) outlining the process to cure
the delinquent account and to avoid certification to the following years property tax. This letter was sent on
September 6.
Action:
Motion to Adopt Resolution #18-183 Declaring Costs to be Assessed and Calling for a Public Hearing on Proposed
Assessment for Past -Due Charges on Municipal Utility Bills (which may include water, sewer, street lighting,
recycling, storm water charges and penalties incurred) and Current Services Rendered.
Certification List
Resolution #18-183
Attachments
Form Review
Inbox Reviewed By Date
Kurt Ulrich Kurt Ulrich 09/06/2018 09:09 AM
Form Started By: Diana Lund Started On: 08/24/2018 01:54 PM
Final Approval Date: 09/06/2018
