Exhibit C <br />CITY OF RAMSEY <br />DEVELOPMENT PERMIT <br />WEST RADIUM BUSINESS CENTER <br />On , March 2$, 2000, Site Plan approval was granted by the City of Ramsey ("City") to 1-1&P Development, 13915 <br />Radium Street, Suite A, Ramsey, MN 55303, to construct two-31,600 square foot office and warcltouse facilities <br />("Structure") on the property which is legally described as follows; <br />Lot 1 and IA, Lot 2 aril 2A, Block I. West Radium Business Center First Addition, Anoka County, Minnesota <br />This approval is issued pursuant to §9.03.06 of the City Code_ The conditions of this approval are as follows: <br />I. STRUCTURE. All building plans must be prepared and certified by a registered engineer or architect_ <br />2, STATE BUILDING CODE COMPLIANCE. The Structure shall be constructed. in accordance with the <br />requirements of the State Building Code. <br />3. SITE PLAN COMPLIANCE. The Structure shall be constructed as shown on the Site Plan submitted by <br />the Aermittec, which Site Plan was prepared by Lampert Architects, dated February 15, 2000, first revision <br />date March 3,2000 and second revision date March 24, 2000. <br />4. REQUIRED IMPROVEMENTS. The Perrnittce shall construct and install the following site <br />improvements on the Site in accordance with the specifications and location as shown on the Site Plan <br />referenced above. The Required Improvements are as follows: <br />a. Bituminous driveways, off-street parking, and maneuvering areas <br />b. Concrete curbing around the perimeter of ail bituminous surfaces. <br />c. Site grading in accordance with the Clrading, Drainage and Erosion Control Plan, prepared by <br />Hakanson Anderson Associates, Inc., dated February 15, 2000, revision date <br />d_ Sod and seed <br />e_ Establishment of plantings in accordance with the Landscape Plan prepared by Lampert Architect, <br />dated February 15, 2000, first revision date March 3, 2000 and second revision date March 24, <br />2000_ <br />F Fire lanes <br />The ("Required Improvements"). <br />5. PHASING PLAN. The Site is permitted for development in two phases as follows: <br />a. Phase I — 31,600 square feet of multi -tenant officelwarahouse space and Phase II footings and <br />catch basins available to be constructed upon execution and fulfillment of all Permittee obligations <br />under this Permit. <br />b. Phase 11 — 31,600 square feet of multi -tenant office/warehouse space is eligible for construction <br />when a satisfactory storm sewer system is available to the Site as determined by the City Engineer. <br />6. LIGHTING. Any lighting installed on the structure or in the parking lot is subject to the prior approval of <br />the City Engineer and shall be designed so as to deflect light away from public roads. Bulbs emitting in <br />excess of 3.000 lumens (150 watts) shall be so directed that the bulb is not visible from off of The property <br />whore such light source is located <br />7, FIRE LANES. Fire lanes shall be maintained on the Site_ The exact location of these items on the Site <br />shall be as directed by the City's Fire Chief. <br />S. , il[LOING FACADE. The Perntittee agrees to construct all building faces of the same material as listed <br />an the Exterior Elevations prepared by Lampert Architects, dated February 15, 2000, fast Tevision dated <br />March 3, 2000 and second revision date March 24, 2000. <br />9. FINANCIAL ASSISTANCE. The City shall be responsible to provide the financial assistance listed in <br />Section 2 2 of the Contract for Private Development. The payment for the Site Improvements shall be <br />made at the time the City Engineer, ox hisllter designee, has determined that 90% of the Sile Improvements <br />are completed. These payments will be made only if all property taxes, City fees and charges an the <br />property are current. <br />29 <br />
