Hennepin County Capital Improvement Program (CIP) <br />The Hennepin County Five -Year Capital Improvement <br />Program (CIP) identifies upcoming projects. The types <br />of projects included in the plan are identified below. <br />• Traffic Management and Spot Improvements — <br />Projects such as signal installation and <br />maintenance, signage, striping and pavement <br />messages, access control and school zone <br />safety driver feedback signs. <br />• Corridor Reconstruction — Reconstruction <br />projects often involve adding lanes to an <br />existing corridor or adding miles (length) to an <br />existing corridor. <br />• Right -of -Way Preservation — Involves <br />purchasing land and property rights owned by <br />private interests through direct purchase. <br />• Planning Studies — Includes corridor studies, <br />traffic analysis studies, environmental studies <br />and long-range system planning studies to <br />better identify future construction projects. <br />To select projects for inclusion in the Hennepin County <br />CIP, an annual review of transportation project needs is <br />conducted. Proiect Needs are submitted both internally, <br />and externally by local agencies. The full project needs <br />list is evaluated in the Technical Review (quantitative), <br />analyzing current conditions that looks at infrastructure <br />deficiencies and uses, with supporting data to review <br />the following: <br />• Safety: review of crash rates along the project <br />corridor in comparison to the county averages <br />• Roadway usage: vehicle throughput along the <br />project corridor <br />• Infrastructure age: year of last reconstruction <br />activity completed along the project corridor <br />• Mobility and mode choice: review of existing <br />bicycle, pedestrian and ADA accommodations <br />Projects scoring well undergo the Comprehensive <br />Review (qualitative) that looks at the completed project, <br />evaluating the benefits and outcomes based on these <br />six criteria: <br />• Safety: potential to enhance safety, security, <br />and comfort level of all transportation modes <br />• Mobility: anticipated impacts to overall level of <br />service for all transportation modes <br />• Asset condition: expected improvement to <br />address infrastructure deficiencies <br />• Project readiness and feasibility: assessment of <br />project risk <br />• Environment: expected impact to the quality of <br />environment <br />• Community and economic development: <br />influence on local community and businesses <br />Projects yielding the highest scores and aligning with <br />the county's current priorities will be recommended for <br />funding consideration in the current Capital <br />Improvement Program. <br />Figure 4-11 illustrates the projects included in the Hennepin <br />County2018-2022 Capital Improvement Program (CIP). <br />Twin Cities Transportation Improvement Program <br />(TIP) <br />The Transportation Improvement Proaram (TIP) for the <br />Twin Cities Metropolitan Area is the multimodal <br />program of highway, transit, bicycle, and pedestrian <br />projects and programs proposed for federal funding <br />throughout the metropolitan planning area over a four <br />year period. The projects listed in the TIP are consistent <br />with and implement the region's transportation plan <br />and priorities. <br />Figure 4-12 illustrates the highway projects located in Hennepin <br />County that are included in the current Transportation <br />Improvement Program (TIP). <br />34 <br />
