LT SMP Costs & Funding Options <br />Anoka County Cities Funding Sources Survey — <br />In April, staff emailed a questionnaire to 7 other Anoka County <br />cities asking for information on their current street maintenance <br />program funding practices. Four cities responded as follows. <br />• Blaine - Uses special assessments on overlay and street reconstruction <br />projects, as well as bonding, general levy funds, and MSA funds. <br />• Champlin - Uses special assessments on overlay and street <br />reconstruction projects, as well as bonding, general levy funds, MSA <br />funds, and franchise fees in the amount of $2.50 per month per each of <br />their 4 utilities. <br />• Elk River - No longer uses special assessments since adopting franchise <br />fees this spring for their electric and gas utilities. Fees vary by property <br />classification. MSA funds are also used as available. <br />• Ham Lake - Funded from their Revolving Street Fund which is supported <br />by the general levy.
