1 <br />LT SMP Costs & Funding Options <br />Staff Recommendations - <br />• Staff recommends adopting franchise fees to help fund the city's <br />long-term street maintenance program. While there has been some <br />discussion that these are essentially taxes and should therefore be <br />called such, the term "franchise fee" follows state statute language <br />so staff recommends using the same language to avoid any <br />confusion by the public. <br />• Staff recommends moving away from the use of special assessments <br />as a funding source for our long-term street maintenance program. <br />• Franchise fees can be used to supplement available MSA funds, <br />general obligation debt, and general fund revenues to help fund <br />our long-term street maintenance program well into the future. <br />City of I,. <br />RAMSEY <br />August 27, 2013 CC Workshop <br />1 <br />
