<br />Councilmember Kuzma introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #18-134 <br /> <br />RESOLUTION TO EXECUTE A MEMORANDUM OF UNDERSTANDING TO JOIN <br />THE ANOKA COUNTY COOPERATIVE WEED MANAGEMENT AREA <br />PARTNERSHIP <br /> <br /> WHEREAS, <br />Minn. Stat. § 18.78 and 18.81 specifies that noxious weeds shall be <br />controlled and/or eradicated within a municipality and that a local weed inspector shall carry out <br />the duties of inspecting lands within the municipality to ensure compliance with state statute; and <br /> <br /> WHEREAS, <br />in 2018, the Anoka Conservation District (ACD) was awarded $20,000 in <br />grant funds from Minnesota Board of Soil and Water Resources (BWSR) to assist private <br />property owners with managing noxious weeds; and <br /> <br /> WHEREAS, <br />ACD has coordinated multiple meetings with municipalities, county parks, <br />watershed districts and organizations, and state agencies to outline how the funds may be used; <br />and <br /> <br /> WHEREAS <br />, funds will be made available to property owners within the county through <br />a competitive application process to manage noxious weeds; and <br /> <br /> WHEREAS, <br />ACD will act as the fiscal agent and the grant administrator throughout the <br />duration of the project; <br /> <br /> WHEREAS <br />, for property owners to be eligible to apply for grant funds, municipalities <br />must join the Anoka County Cooperative Weed Management Area (CWMA) Partnership by <br />entering into a non-binding Memorandum of Understanding (MOU); and <br /> <br /> WHEREAS, <br />by entering the non-binding MOU, it does not obligate the City of Ramsey <br />to any duties above and beyond what is already required by Minnesota statutes; and <br /> <br /> WHEREAS, <br />the CWMA identifies five (5) main objectives that align well with the <br />objectives of the Environmental Policy Board (EPB) and include: Information Exchange, <br />Education, Prevention, Noxious Weed Control, and Cooperation; and <br /> <br /> WHEREAS, <br />on June 18, 2018 the City of Ramsey EPB reviewed the CWMA <br />Partnership and recommended City Council execute the MOU to make property owners within <br />the city eligible to apply for grant funds. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br /> <br /> <br />
