Due to the successful efforts outlined above, staff recommends extending the contract for an additional 12-month term. The Council may consider a six-month term as we have in past contracts, with the contract being reviewed and considered for extension in January 2019. The contract for the six-month period that includes the legislative session may include a higher price due to the shorter term, and additional legislative work. Since legislative and congressional outcomes are the primary metric for accomplishment under this contract, staff prefers and recommends an averaged price over a 12-month contract that includes the legislative session. Funding Source: Funds would come from the City's Public Improvement Revolving Fund. Recommendation: Staff recommends consideration of the proposed contract extension with the Tinklenberg Group for 12-months through June 30, 2019. The alternative direction the Council may take include shortening the term of the contract (e.g., six monthhs), NOT to approve the proposed contract, or seek other consultant proposals. Either of these alternative will result in a loss of momentum toward the accomplishment of the stated goals. Consequently, continuation of the contract is recommended at this time.
