Councilmember <br />for its adoption: <br />introduced the following resolution and moved <br />RESOLUTION #18-134 <br />RESOLUTION TO EXECUTE A MEMORANDUM OF UNDERSTANDING TO <br />JOIN THE ANOKA COUNTY COOPERATIVE WEED MANAGEMENT AREA <br />PARTNERSHIP <br />WHEREAS, Minn. Stat. § 18.78 and 18.81 specifies that noxious weeds shall be <br />controlled and/or eradicated within a municipality and that a local weed inspector shall carry <br />out the duties of inspecting lands within the municipality to ensure compliance with state <br />statute; and <br />WHEREAS, in 2018, the Anoka Conservation District (ACD) was awarded <br />$20,000 in grant funds from Minnesota Board of Soil and Water Resources (BWSR) to <br />assist private property owners with managing noxious weeds; and <br />WHEREAS, ACD has coordinated multiple meetings with municipalities, county <br />parks, watershed districts and organizations, and state agencies to outline how the funds may <br />be used; and <br />WHEREAS, funds will be made available to property owners within the county <br />through a competitive application process to manage noxious weeds; and <br />WHEREAS, ACD will act as the fiscal agent and the grant administrator <br />throughout the duration of the project; <br />WHEREAS, for property owners to be eligible to apply for grant funds, <br />municipalities must join the Anoka County Cooperative Weed Management Area (CWMA) <br />Partnership by entering into a non -binding Memorandum of Understanding (MOU); and <br />WHEREAS, by entering the non -binding MOU, it does not obligate the City of <br />Ramsey to any duties above and beyond what is already required by Minnesota statutes; <br />and <br />WHEREAS, the CWMA identifies five (5) main objectives that align well with the <br />objectives of the Environmental Policy Board (EPB) and include: Information Exchange, <br />Education, Prevention, Noxious Weed Control, and Cooperation; and <br />WHEREAS, on June 18, 2018 the City of Ramsey EPB reviewed the CWMA <br />Partnership and recommended City Council execute the MOU to make property owners <br />within the city eligible to apply for grant funds. <br />
