Administrative Procedures <br />Ramsey will require that a legal entity be established prior to the construction of any private, <br />community septic systems. Although Ramsey will have no enforcement responsibilities of the <br />entity, Ramsey will require a review of the articles of incorporation by the City Attorney. The <br />participating properties shall enter into a Maintenance Agreement with the City and shall agree to <br />allow the City to assess the costs of future repair in the event of failure to repair a non -compliant <br />system. <br />Compliance with Applicable Regulations <br />Owners and Installers of private, community septic systems shall design and construct consistent <br />with Minnesota Rules, Anoka County Ordinances, and Ramsey City Code. <br />Ramsey Administration <br />Ramsey shall administer applicable Minnesota Rules consistent with other private septic systems. <br />Ramsey shall require the issuance of a permit prior to installation and shall ensure ongoing <br />compliance. <br />Surface Water Management Plan <br />Ramsey originally updated its Surface Water Management Plan in 2015. Changes to Minnesota <br />Rules required updates to this plan sooner than originally planned as part of the Comprehensive <br />Plan Update. A revised Surface Water Management Plan is incorporated by reference into the <br />Comprehensive Plan Update. <br />Ramsey supports additional discussion to coordinate the efforts of local municipalities, watershed <br />organizations, the Minnesota Board of Water and Soil Resources (BWSR), and the Metropolitan <br />Council to provide clarity, consistency, and reasonable update cycles for Surface Water <br />Management Plans. <br />city of RAMSEY <br />August 2018 Draft <br />Comprehensive Plan 2040 <br />
