23. Stationary Source Air Emissions <br />This item is not applicable to an AUAR. <br />24. Dust, Odors, Noise <br />EAW:: will the project generate odors, noise or dust during construction and/or <br />operation? no x yes <br />If yes, describe the source, characteristics, duration, and quantities or intensity, <br />and any proposed measures to mitigate adverse impacts. Also, identify the <br />locations of sensitive receptors and estimate the impacts on them. Discuss <br />potential impacts on human health or quality of life. <br />Dust, odors, and construction noise need not be addressed in an AUAR unless <br />there is some unusual reason to do so. The RGU might want to discuss as part of <br />the mitigation plan, however, any dust control or construction noise ordinances in <br />effect. If the area will include or adjoin major noise sources, a noise analysis is <br />needed to determine if any noise levels in excess of standards would occur and if <br />so, to identify appropriate mitigation measures. With respect to traffic generated <br />noise, the noise analysis should be based on the traffic analysis of Item 21. <br />Construction -related Odors, Dust and Noise <br />The proposed project will not generate any odors during construction. Dust normal to <br />construction will occur as a result of this project and will be minimized through standard <br />control measures such as watering. These dust minimization efforts will be identified in <br />the grading plan submitted to the City prior to construction. After construction is <br />complete, anticipated dust levels will be minimal, as all soil surfaces will have peiiiianent <br />cover (i.e. pavement or lawn). <br />Construction noise will be limited to daytime hours in accordance with the City of <br />Ramsey ordinances. Construction equipment will be fitted with mufflers, which will be <br />maintained during the construction. <br />Traffic -related Noise <br />Backround/Realatory Framework <br />After construction is complete, potential sources of noise from the proposed development <br />will include transit noise and traffic noise. The analysis and impacts related to transit <br />noise adhere to the Federal Transit Administration's Transit Noise and Vibration Impact <br />Assessment, April 1995 guidelines and are fully addressed in the Northstar Corridor <br />Project Final Environmental Impact Statement, March 2002. <br />23/24-1 <br />
