Summary of Environmental Impacts. There are no areas within the proposed Ramsey <br />Town Center development that are projected to exceed the state daytime standards. <br />However, there are four blocks along Industry Avenue (Blocks 28, 36, 37, and 38) that <br />either already or will exceed the state nighttime NAC-1 standard of 52 dBA. The <br />exceedances are less than 10 dBA. While these predicted noise levels are above the state <br />nighttime standard, they are not uncommon in developed residential areas that are <br />adjacent to busy roadways. <br />Mitigation Element. Noise wall mitigation would not be practical along Industry <br />Avenue. Driveways and street intersections would create gaps in the wall, defeating its <br />purpose. It is suggested that the proposed residential units in Blocks 28, 36, 37, and 38 <br />be designed to minimize noise impacts. The noise around the homes and surrounding <br />areas can be reduced by providing climate -controlled units, increasing wall insulation, <br />and providing common areas on the side of the buildings furthest from Industry Avenue. <br />23/24-7 <br />
