(pages V-20 and 21) <br />It is a Places to Work policy of the City to "Require developments to adhere to <br />environmentally sensitive design and construction standards", to "Facilitate the <br />clean up and redevelopment of brownfields and underutilized sites... " and to <br />"Require individual sites to be connected to a trail system that links employees <br />with the Town Center, parks and neighborhoods." (page V-25) <br />"The purpose of the Town Center Mixed Use Area is to establish a community <br />hub that integrates places to work, play and live and embraces transit oriented <br />design in anticipation of the potential future commuter rail station." The site will <br />be a "pedestrian friendly environment that supports mass transit" with mixed use <br />development that would support the station with connections to MRP. (pages V-26 <br />and 27) <br />It is a Park and Recreation Plan goal of the City "To preserve continuous open <br />space corridors that protect natural vegetation and water quality, provide wildlife <br />habitat, and preserve the natural identity of Ramsey." (page X-7) <br />"The Ramsey community has acknowledged and embraced the importance of the <br />Mississippi River Corridor, its history, water quality, beauty and recreational <br />opportunities. The future of the corridor through Ramsey consists of a sanctuary <br />where wildlife and nature coexist with people and development." (page XI-3) <br />"All future development should minimize the negative environmental impacts on <br />the region's ecological system ensuring that the built environment is in harmony <br />with the natural environment. " (page XIII-1) <br />Reference to Figure 5.4 shows the future land use reflected in the LCP. A comparison <br />with the preferred concept plan for Ramsey Town Center (Figure 6.1) clearly illustrates <br />the compatibility between the City's vision for the future and the proposed development. <br />Chapter V of the LCP describes how the City's expectations on how it will develop by <br />2020. The Chapter is replete with references to the City's intentions. All of this <br />guidance will be used as Ramsey Town Center moves through the various phases of <br />development and comes to the City for the approvals that a��uiiipaiiy the development <br />steps. Specific reference is made in Chapter V to a sub -set of Mixed Use called -town <br />Center Mixed Use Area". This description addresses the area being proposed for <br />development under this AUAR. The vision laid -out in the description parallels the site <br />concept and sense of community focus proposed for Ramsey Town Center. The entire <br />parcel being considered is within the MUSA (Figure 5.4) and will be served accordingly, <br />as described in the various infrastructure elements of this AUAR, consistent with the <br />2000-2010 staging plan identified in the LCP (Figure V-3 in the Plan). <br />27-4 <br />
