28. Impact on Infrastructure and Public Services <br />Will new or expanded utilities, roads, other infrastructure or public services be <br />required to serve the project? X Yes No. <br />If yes, describe the new or additional infrastructure or services needed. (Note: any <br />infrastructure that is a connected action with respect to the project must be assessed <br />in the EAW; see EAW Guidelines for details.) <br />For an AUAR, this item should first of all summarize information on physical <br />infrastructure presented under Items such as 6,17, 18, and 21. Other major <br />infrastructure or public services not covered under other items should be discussed as <br />well this includes major social services such as schools, police, fire, etc. The RGU <br />must be careful to include project -associated infrastructure as an explicit part of the <br />AUAR review if it is to exempt from project -specific review in the future. <br />Social Services. The project area is served by the Ramsey Police Department. Based on <br />the current standard ratio of 1.3-1.5 licensed officers per 1000 residents, the City of <br />Ramsey should have 26 officers. There are typically 3 police officers on duty at a time <br />from a total of 17 full time police offers, therefore the current ratio is 0.85 licensed <br />officers per 1000 residents. The Police Department, when predicting future needs, <br />considers crime rate, traffic increases, and overall growth. Future personnel, equipiiient <br />and training needs are based on the general population growth of the City of Ramsey, <br />which would include, but is not specific to the RTC. Future personnel needs are listed in <br />Table 28.1. Through 2015, equipment and training needs are expected to increase <br />proportionately with staffing changes. The Department is investigating the equipment and <br />training required for preparing an officer for a potential terrorist attack anywhere within <br />the city. The RTC is described by the department as the most likely location within the <br />city for such an attack. Currently, the streets adjacent to the RTC are patrolled at least <br />once a day. The RTC development may require more frequent patrols. The preferred <br />design plan for the RTC includes the construction of a new police station, which would <br />establish a permanent police presence on the site. <br />28-1 <br />
