6. Description of Site <br />Instead of the information required on the EAW form, the description section of <br />an AUAR should include the following elements for each major development <br />scenario included: <br />6a. Anticipated types and intensity (density) of residential and <br />commercial/warehouse/light industrial development throughout the AUAR area; <br />6b. Infrastructure planned to serve development (roads, sewers, water, <br />stormwater system, etc.). Roadways intended primarily to serve as adjoining land <br />uses within an AUAR area are normally expected to be reviewed as part of an <br />AUAR. More "arterial" types of roadways that would cross an AUAR area are <br />an optional inclusion in the AUAR analysis; if they are included, a more intensive <br />level of review, generally including an analysis of alternative routes, is necessary; <br />and <br />6c. Information about the anticipated staging of various developments, to the <br />extent known, and of the infrastructure, and how the infrastructure staging will <br />influence the development schedule. <br />*Optional 6c. Although the EQB guidance does not require an abstract to be <br />included, one is contained in the AUAR for the purposes of any reference to <br />nature of the document. <br />6a. The preferred design concept drawing is presented in Figure 6.1. The progression of <br />conceptual design to get to the preferred one is portrayed in Figure 6.2. This progression <br />extends from the Metropolitan Council's Smart Growth Illustrative Plan developed by <br />Calthorpe Associates through the various iterations of the City and RTC LLC design <br />team. The preferred design resulted from discussions with City staff, citizens, <br />community leaders, regulatory agencies and nationally recognized urban designers, as <br />well as site visits nationwide to similar communities that have shown success. <br />The preferred design reflected in Figure 6.1 is consistent with the City's February 2002 <br />Comprehensive Plan, as discussed in Item 27 later in this document. <br />The preferred design (Figure 6.1) contains the following land use breakdown: <br />Residential: <br />Mixed Use: <br />Business Enterprise: <br />Commercial Service/Convenience: <br />Commercial Shopping: <br />Retail: <br />Existing Highway Commercial: <br />Green/Public Space: <br />Railway: <br />Roads and streets: <br />Total Acreage: <br />93.64 acres <br />56.90 <br />28.43 <br />7.97 <br />11.83 <br />7.84 <br />25.04 <br />38.31 <br />15.74 <br />83.82 <br />369.5 acres <br />6-1 <br />
