road designation process shall be puisuatit to §2051.3 of the Minnesota <br />Department of Transportation's Standard Specifications for Construction, 1983 <br />Edition. All top soil shall be retained at the work site until complete rehabilitation <br />of the work site has taken place according to the rehabilitation plan. <br />(2) An obstruction permit is required to allow free and open passage over the specified <br />portion of right-of-way by placing equipment, vehicles, or other obstructions described <br />therein on the right-of-way for the duration specified therein. <br />(3) An Excavation Permit is required to allow the holder to excavate that part if the right- <br />of-way described in such permit and/or to hinder free and open passage over the specified <br />portion of the right -of way by placing equipment described therein, to the extent and for <br />the duration specified therein. <br />(4) The City of Ramsey is required by MPCA to be under the NPDES Phase II Nonpoint <br />Source Control Program for Municipal Separate Storm Sewer Systems (MS4s). Under <br />this program, the City will need to adopt a —Storm Water Pollution Prevention Program <br />(SWPPP)". The City submitted an application on March 10, 2003, and will have until <br />May 9, 2003 to have the application authorized by the City Council. Pollution prevention <br />includes solid waste, hazardous materials, and vehicle washing. The SWPP must include <br />or address the following: <br />■ Six —minimum control measures" <br />1) Public education and outreach on storm water impacts (including at least <br />one public meeting per year) <br />2) Public participation/involvement <br />3) Illicit discharge detection and elimination - includes storm sewer map with <br />water bodies and structural pollution control devices, outfalls, discharges <br />to groundwater, and prohibitive ordinances <br />4) Construction site storm water runoff control - need erosion and sediment <br />control, and onsite waste control <br />5) Post -construction storm water management in new development <br />6) Pollution prevention/good housekeeping for municipal operations - <br />training of operation and maintenance staff, annual and 20% inspections <br />• BMPs for each of the above minimum control measures will need to be described <br />and the following will need to be identified: <br />o measurable goals for each BMP <br />o timeline for implementation <br />o responsible party for implementation and coordination <br />• Analysis of Total Maximum Daily Load (TMDL) if discharge applies to an <br />adopted TMDL plan. Of note here is that the latest (January 22, 2003) MPCA <br />unpaired waters" (303d) list includes the Mississippi River reach from the Crow <br />River to the Rum River as impaired for fecal coliform, PCB FCA (fish <br />consumption advisory) and Hg FCA, with official TMDL study scheduled, <br />respectively, for 2004-2006, 2002-2015 (regional EPA), and 2002-2015 (regional <br />EPA).
