Adjacent Current Land Use: <br />North: single-family residential, 149th Lane NW (CR 116), vacant land <br />East: Ramsey Blvd. NW, Connexus Energy, commercial and industrial properties <br />South: BNSF Railroad tracks, commercial properties, Hwy. 10, Mississippi <br />Regional Park south of Hwy. 10 <br />West: Armstrong Blvd. NW, commercial and industrial properties, single-family <br />residential properties <br />Adjacent 2020 City of Ramsey Land Use: <br />North: 149th Lane NW (CR 116), rural residential <br />East: Ramsey Blvd. NW, Cuiiiiexus Energy, commercial and industrial <br />South: BNSF tracks, commercial properties, Hwy. 10, commercial properties, low <br />density residential, West Mississippi Regional Park, Mississippi River <br />West: Armstrong Blvd. NW, commercial and industrial properties, high, medium, <br />and low density residential <br />Figure 9.2 identifies nearby environmental resources, as listed in the following <br />descriptions: <br />Nearby Environmental Resources: <br />- Mississippi River (approximately 2000 ft. to the south) within the Mississippi <br />National River and Recreation Area (MNRRA) <br />- Lake Itasca (approximately 1.25 miles to the east) <br />- Several wetlands within 0.25 miles of site <br />- Complex of wetlands along the drainage swale within the site boundary <br />- MCBS Mapped Floodplain Forest on island in Mississippi River <br />- Mississippi Regional Park south of the site, between the site and the Mississippi <br />River <br />Soils contaminated with lead arsenate on the Southeast corner of the site are a potential <br />hazard. Burlington Northern -Santa Fe Railroad (BNSF) has an agreement with the <br />current landowner to remove the contaminated soils and is working with the MPCA to <br />assure proper clean-up. BNSF should be contacted before earth -moving activities begin. <br />An additional hazard may exist at an abandoned farmstead on the proposed Town Center. <br />Improper handling and storage of hazardous materials at this site could pose a potential <br />contamination hazard to soil and groundwater. Phase I investigations indicate the <br />presence of the materials, but no soil or water samples have been collected or analyzed to <br />date. Several abandoned vehicles at this location may pose an additional contamination <br />hazard. More detailed descriptions and mitigation is discussed in Task 20. <br />Summary of Environmental Impact. The conversion of the RTC site from agricultural to <br />urbanized land is consistent with the future development plans of the City of Ramsey. <br />This change has the potential to adversely impact the environment of the site and <br />surrounding areas if proper mitigation measures are not followed according to this <br />AUAR. Specific potential impacts are discussed by category in following sections of the <br />AUAR. <br />9-2 <br />
