5.01: Consider Landscape Plan for Bunker Lake Industrial Park 2nd Addition <br />City Planner Anderson presented the staff report. He stated that the City has received an <br />application for Final Plat and Site Plan for a new industrial building to be located within the Bunker <br />Lake Industrial Park (BLIP). The submittal package includes a Landscape Plan per the <br />requirements of City Code Section 117-124. Based on the initial tree removal for the entire BLIP <br />project area, which consists of approximately 45 acres, there are also reforestation requirements <br />that must be satisfied. <br />City Council Liaison LeTourneau referenced the reforestation requirement and asked for <br />additional details. <br />City Planner Anderson stated that the overall site is well deficient on the overall number of inches <br />that will be required. He stated that this plan meets the base landscaping requirements for this one <br />building site, but additional planting will need to continue to occur on the remainder of the site as <br />well. <br />City Council Liaison LeTourneau stated that it seems then that the tally of trees being replanted is <br />being tracked and will continue to be tracked as development on this overall site continues. <br />City Planner Anderson provided additional clarification on the tree preservation ordinance and <br />noted that if the replacement trees cannot all be provided on the site; the developer could also pay <br />into the City's fund that is used to plant trees throughout the community. <br />City Council Liaison LeTourneau stated that the developer has done a great job on the development <br />that occurred in the business park thus far, providing a quality product. <br />Motion by Board Member Covart and seconded by Board Member Madison to recommend <br />approval of the Landscape Plan contingent upon compliance with the Staff Review Letter. <br />Motion carried. Voting Yes: Chairperson Valentine, Board Member Covart, Madison, Fetterley, <br />and Moore. Voting No: None. Absent: Board Member Bernard and Hiatt. <br />5.02: Review Request for an Amendment to the Current Topsoil Standard <br />City Planner Anderson presented the staff report. He stated that the City has received a written <br />request to consider an amendment to the current topsoil requirement. Presently, the issuance of <br />any Building Permit for a new principal building (residential and commercial/industrial buildings) <br />triggers installation of four inches of topsoil meeting MnDOT's Premium Topsoil Borrow <br />specification, across all disturbed areas not otherwise improved with impervious surfaces (e.g. <br />building, walkways, driveways, etc.). Staff has not prepared any draft ordinance amendment but <br />did want to initiate a discussion with the EPB about what information will be helpful for a future <br />discussion on this topic. He stated that staff received an email this afternoon from PSD, which he <br />provided to the Board prior to the meeting, and stated that PSD would like to leave the topsoil <br />requirement as is and focus more on education on the homeowner level. He stated that part of the <br />concern is that perhaps the first homeowner is aware of the topsoil requirement, however when the <br />property changes ownership the information is not passed on to future owners.
