The City's compliance with each of the applicable Executive Order 79-19 Standards and <br />Guidelines that must be followed is assured through implementation of the Plan. Since <br />the regulated area is not on the project site, but could be affected by it, the City will <br />evaluate all phases of construction for impact on the regulated area. <br />DNR has ascertained that, based on the information provided to them, the applicable <br />Executive Order 79-19 Standards and Guidelines for which compliance is needed appear <br />to include the following items. The Executive Order citation is followed by the section in <br />the Ramsey 2001 Comprehensive Plan (CP) in which the DNR reference is addressed: <br />• The lands and waters within the Rural Open Space District shall be used and <br />developed to preserve their open, scenic and natural characteristics and ecological and <br />economic functions. [E.O. 79-19 - A. CPXI.C.1.a] <br />• Protect bluffs greater than 18% and provide conditions for the development of bluffs <br />between 12% and 18% slopes.[ E.O. 79-19 - C.1.a.(4) CPXI.C.2.c] <br />• Minimize runoff [E.O. 79-19 - C.1.a.(5) CP XI.C.2.a] <br />• Improve the quality of runoff [E.O. 79-19 - C.1.a.(5) CPXI.C.2.a] <br />• Minimize site alteration. [E.O. 79-19 - C.1.a.(6) CP XI. C.1. c] <br />• Erosion control. [E.O. 79-19 - C.1.a.(6) CPXI.C.2.a] <br />• Management of vegetation cutting. [E.O. 79-19 - C.1.a.(7) CPXI.C.2.a] <br />• *Control of noise in open space and recreational areas. [E.O. 79-19 - C.1.a.(8)] <br />• Site plans required for all development for which a permit is required, except single- <br />family residential structures. [E.O. 79-19 - C.2.a. CPXI.C.2.c] <br />• New development and expansion permitted only after the approval of site plans <br />which adequately assess and minimize adverse effects and maximize beneficial <br />effects. <br />• Site plans shall include activities undertaken to ensure consistency with the <br />objectives of the Designation Order and shall include measures which address <br />adverse environmental effects. <br />• Site plans shall include standards to ensure that structures, roads, screening, <br />landscaping, construction placement, maintenance, and storm water runoff are <br />compatible with characteristics and use of corridor in that district. <br />• Site plans shall contain specific conditions with regard to buffering, landscaping, <br />and revegetation. <br />• Standards for structure site and location to ensure riverbanks, bluffs, and scenic <br />overlooks remain in their natural state. CPXI.C.2.c] <br />• Retention of existing vegetation and landscaping [E.O. 79-19 - C.2.e.(1) CP <br />XI.C.2.a] <br />• Maximization of the creation and maintenance of open space and recreational <br />potential of the Corridor in accordance with the standards. [E.O. 79-19 - C.6 CP <br />XI.C.2.c] <br />• Plans and programs to protect open space areas shall be developed. [E.O. 79-19 - 6. d. <br />CP XI.C.2.c] <br />• Programs to manage undeveloped islands in their natural state. [E.O. 79-19 - 6.e. CP <br />XI.C.2.c] <br />14-3 <br />
