The reserve capacity for future growth with the Ramsey MUSA, therefore, appears to be <br />about 2.2 to 3.2 MGD. <br />Rural Wastewater Management— In areas outside of the existing MUSA, a total of 3,750 <br />households are served by private on -site septic systems and drain fields. Of these, 3,260 <br />are systems that are outside of the current Urban Growth Boundary. The remaining 490, <br />which are located within the Urban Growth Boundary, are earmarked in the Comp Plan <br />to be connected to the MUSA system during phased expansion through about 2015. <br />Approximately half of the 3,750 onsite systems where constructed before 1974 and have <br />not been replaced or upgraded since. The remaining systems are new or have been <br />upgraded since 1974 due to failures or real estate sales. There has been no known or <br />reported groundwater quality issues related to failing septic systems. The City has passed <br />an ISTS ordinance. <br />Future Wastewater Management. As stated earlier, the City's wastewater collection <br />system is divided into two Districts that generally follow a watershed boundary: the Rum <br />River MUSA District and the Mississippi River MUSA District. The City's 2001 <br />Comprehensive Plan identified areas within the City limits that would receive MUSA <br />wastewater service under future planned expansions through 2015. These areas are all <br />within the Urban Growth Boundary. <br />In the Rum River MUSA District Urban Growth Area, future expansion is planned to <br />serve two small areas to the north of 163rd Ave. (Figure 18.2). In the Mississippi River <br />MUSA District Urban Growth Area, future expansions are planned for a fairly large area <br />to the west of Ramsey Blvd., and to the north and south of U.S. Hwy. 10, also shown in <br />Figure 18.2. <br />The RTC Site is located within the Mississippi River MUSA District. It was identified in <br />the City's 2001 Comprehensive Plan, as amended in 2002, for expansion of the <br />centralized wastewater system between 2000 and 2010. In addition to the RTC Site, the <br />plan identified other Urban Growth Areas to the west of the RTC Site with sewer <br />extension occurring between 2000 and 2015. <br />(Note: The selection of sub -districts is solely for convenience in determining current and <br />future design flows and was not intended to correlate with any development timelines.) <br />Methodology: Existing and projected future flows for each District need to be determined <br />in order to consider potential future impacts from the RTC Development. In general, the <br />methodology follows that used in the City's 2001 Comprehensive Plan, as amended in <br />2002, and estimates future flows for all areas within the Sewer Service Boundary <br />developed in the Sewer Plan (Generally all areas south of Trott Brook). <br />Flows for the areas currently served by the MUSA will be based on the 2001 MCES <br />reported flows as shown in Table 18.2. Flows for the future Urban Growth Areas are <br />based on projected land use and generally follow the procedures developed in the City's <br />2001 Comprehensive Sewer Plan, as amended in 2002 (A summary of the projected <br />18-7 <br />
