Public Works Committee 6. 1. <br />Meeting Date: 10/16/2018 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Title: <br />Update on Status of Feasibility Reports for 2019 Street Reconstruction Projects <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to update the Public Works Committee on the status of the Feasibility Reports for the <br />proposed 2019 Street Reconstruction Projects, Improvement Project #'s 18-02, 19-01, 19-02, and 19-03. <br />Background: <br />As directed by City Council, Staff is preparing Feasibility Reports for four proposed 2019 Street Reconstruction <br />Projects, Improvement Project #'s 18-02, 19-01, 19-02, and 19-03. <br />The Feasibility Reports explore numerous aspects of the proposed improvements including whether they are <br />feasible and necessary, whether they are cost-effective, and whether they should be completed alone or in <br />conjunction with other improvements. Estimated costs will be explored in greater detail than was used to estimate <br />costs for the CIP. A more detailed project funding program will also be explored, including a description of the <br />methodology used to calculate individual special assessments for benefiting parcels. A preliminary project schedule <br />will also be developed. <br />While preparing the Feasibility Reports, Staff is conducting public input meetings with affected residents and <br />businesses to explain the need for the proposed improvements, the scope of the improvements, estimated costs, <br />proposed funding programs, and proposed project schedules. <br />Staff anticipates requesting Council acceptance of draft Feasibility Reports on October 23, 2018, which will allow <br />the projects to be bid over the winter so construction can begin in the spring of 2019. This schedule will also <br />provide for compliance with all applicable provisions of the City Charter, the City's Special Assessments Policy, <br />and Minnesota Statute Chapter 429. <br />If any of all of these streets are not reconstructed in 2019, they can instead be added to the next 5-year SROP to <br />allow reconstruction between 2020 and 2024. However, this would reduce the amount of pavement maintenance <br />work that can be completed in 2019 since no new streets can be added to the current 5-year SROP, which is <br />attached for reference. <br />Improvement Project #18-02, HY-10 Ramsey Street Reconstructions <br />City Improvement Project No. 18-02 proposes to reconstruct public street segments within the HY-10 Ramsey <br />development including 146th Avenue, 147th Avenue, and Ferret Street. The length of the street segments proposed <br />to be reconstructed total approximately 1,400 linear feet (0.27 miles). A map showing the scope of the proposed <br />improvements is included as Figure 1 in Appendix A of the attached Draft Feasibility Report. <br />These streets were constructed in 1988 with bituminous curb and pavement at a width of 40 feet from face -of -curb <br />to face -of -curb, and are generally centered within a 66-foot wide right-of-way. However, in 2015, the west end of <br />146h Avenue was reconstructed as a cul-de-sac during the Highway 10/Armstrong Interchange project, and in <br />2012, the east end of 147th Avenue was reconstructed during the reconstruction of the intersection of Armstrong <br />Boulevard/Sunwood Drive/147th Avenue. <br />
