The City has received a written request from Capstone Homes to consider <br /> amending the topsoil requirements. They have noted concerns regarding both oversaturated yards <br /> as well as added costs per lot compared to other communities they work in. They do note they are <br /> not specifically asking to eliminate the requirement of installing topsoil,but rather to eliminate the <br /> specification used,which is for a`premium' blend. They have noted that use of a`smart' irrigation <br /> system, coupled with proper education of new homeowners and four(4) inches of generic topsoil, <br /> would seem an acceptable alternative that would still emphasize water conservation. The general <br /> topic of the topsoil standard has been reviewed with the EPB once and a more focused discussion <br /> is anticipated at their November meeting. Eventually, Staff anticipates bring forth this topic to <br /> City Council for discussion on the policy. Attached to the Weekly Update is a Letter from <br /> Capstone Homes regarding Topsoil Requirements. <br />
