COMMISSION BUSINESS <br /> <br />5.01: Clarify Terms of Use Policy for Amphitheater Reservations <br /> <br />Parks & Assistant Public Works Superintendent Riverblood presented a consideration to revise <br />the Facility Use Rental Policy to clarify the use of The Draw's Amphitheater. The Amphitheater <br />is in close proximity to the apartment building, Parkview East. Increasingly, more groups are <br />requesting to use the Amphitheater. There should not be boisterous activity there on school <br />nights; having bands there at 8:00 p.m. or after on a school night may not be a good idea. He <br />advised that this policy revsion should not present a big imposition. Each year the staff updates <br />and modifies the policy. <br /> <br />Vice Chair Sis asked if this policy will apply only to events with amplified music, or to all <br />events. <br /> <br />Parks & Assistant Public Works Superintendent Riverblood explained there is some discretion <br />allowed. It is written for events or amplified music. However, some events without amplified <br />music can still be boisterous. <br /> <br />Chair Bennett asked about the current policy. <br /> <br />Parks & Assistant Public Works Superintendent Riverblood stated City Code calls for activities <br />to ease at 10:00 pm at any parks without a special-events permit. For concerts, a special-events <br />permit is required. The Code still includes some obsolete sections, and staff has not been able to <br />update everything. He noted that the parks in The COR should be 24-hour parks. A lot of people <br />work nights, and they should have access to those downtown parks. That is an example of City <br />Code not being current with 2018. <br /> <br />Motion by Chair Bennett, seconded by Commissioner Trappen, to add the following language to <br />the City Codethe Amphitheater will generally not be reserved for events or amplified music <br />after 7 PM Sunday through Thursday, when K-12 schools are in session. <br /> <br />Motion carried.
