He stated that he would <br />be comfortable addressing the issue with the Public Works Committee. <br />Councilmember Riley suggested that this move forward and the ditching could be presented to <br />the Public Works Committee and resident. <br />Mr. Aberle asked that the project be placed on hold until the Public Works Committee meeting <br />occurs. <br />Councilmember Kuzma stated that the Feasibility Study needs to be completed now in order to <br />bid the projects together and obtain a better price. <br />Henry Janina, 17230 Germanium, stated that he his concern is with the price. He stated that half <br />of the residents in this area live on a fixed income and believed that should be considered. He <br />stated that perhaps there is a different way to fund the project or delay the project. He stated that <br />most residents on the roadway are sick and that is why they are not present tonight. <br />Councilmember Shryock stated that it sounds like there are a number of issues that could be <br />considered through the Public Works Committee or onsite visits. She stated that residents can <br />also stop the project through petition. She explained that the road funding policy was developed <br />five years ago, and the City has done a good job of keeping the projects in a reasonable price <br />range. She stated that the Council has talked about starting to explore additional funding options <br />outside of assessments and bonding. She explained that the policy decision was made to review <br />the road funding options after the five-year trial period expires. She hoped that in the future <br />there would be an option for road funding that would be friendlier to the City budget and all <br />residents. She stated that the Council will work with the residents to come to a better <br />understanding of the options available for road funding to determine the best option for the City <br />of Ramsey and its residents. She received confirmation that if the Council approves the action <br />tonight, the residents would still have 60 days to submit a petition to stop the project from <br />moving forward. She stated that prior to the December Public Works Committee meeting there <br />would be opportunity for multiple Council members to visit the property to view some of the <br />issues. <br />Councilmember Johns asked staff to provide details on the options available for financing <br />assessments. <br />City Engineer Westby provided the different payment options for assessments. <br />Councilmember Kuzma asked if there is a provision for retired seniors, which would allow the <br />assessment to be deferred until the property is sold. <br />City Engineer Westby replied that there is an option for seniors or disabled residents to defer <br />their assessment until the status is changed or the property is sold.
