MnDOT to determine incremental improvements and development of the plan which leads to the <br /> 2019 session. He stated that there is a lot of time spent with legislators prior to the session, as <br /> that is when fundraising occurs and there is an openness to discussion of issues of priority for the <br /> City. He explained that what happens in the session is built on the work that occurs prior to the <br /> session opening. He stated that if you have not provided the base of information prior to the <br /> session starting, it can be difficult to get your message across. <br /> Councilmember Shryock stated that this has been a productive partnership and the City has <br /> received consistent updates. She stated that given the current status with Highway 10, she <br /> believes that the momentum needs to continue in order to move in the right direction. <br /> Acting Mayor LeTourneau stated that the Highway 10 Coalition meets regularly with Mr. <br /> Tinklenberg to discuss the next steps, planning elements, sensitivity to the corridor and project <br /> planning, and improvements that prepare for the big picture. He stated that in terms of a return <br /> in investment, the City has received nearly $3,000,000 in return for their investment with Mr. <br /> Tinklenberg. <br /> Mr. Tinklenberg stated that there is a lot happening and this is going to be an exciting time in the <br /> next five years. He stated that the decisions that are moving forward in regard to Highway 10 <br /> are exciting and will blend in well with the development activity and interest. He stated that it <br /> will be important to get the community along the corridor prepared for those improvements. <br /> Acting Mayor LeTourneau stated that the City talks about being shovel ready so that there are <br /> not delays when the project is approved. He noted that a lot of that work can be done ahead of <br /> time and the work with Mr. Tinklenberg has allowed the City to have access to funds to plan for <br /> the different interchanges. <br /> Motion by Councilmember Johns, seconded by Councilmember Shryock, to approve extending <br /> the contract with The Tinklenberg Group for another 12 months, through June 30, 2019. <br /> Further discussion: Councilmember Kuzma stated that he would still like to have language <br /> included that would give the City the option to opt out after six months. <br /> Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Johns, Shryock, and <br /> Riley. Voting No: Councilmember Kuzma. <br /> 7.01: Consider Adopting Resolution #18-138 Establishing Restaurant Awning Assistance <br /> Program <br /> Community Development Director Gladhill reviewed the staff report and recommendation from <br /> the EDA to approve the Restaurant Awning Assistance Program as part of the Restaurant <br /> Subsidy Program. He noted that the EDA requested proof of financing as part of the application <br /> review process. He noted that the EDA also requested that the Planning Commission consider a <br /> policy to define the appropriate color palettes for these applications, which will be part of a <br /> separate future policy discussion. <br /> City Council/July 10,2018 <br /> Page 6 of 10 <br />
