HUMAN SERVICES DIVISION <br />Public Health & Environmental Services <br />Date: September 4, 2018 <br />To: Municipal, Recycling Coordinators <br />From: Sub Doll, Solid Waste Specialist <br />Regarding: 2019 Municipal Funding and Goals Packet <br />The County took your comments into consideration regarding when you prepare your budgets <br />and therefore, I am happy to distribute the funding packet for 2019 several months earlier than <br />in past years. In addition, we spent a considerable amount of time reworking the Grant Funding <br />Application to simplify and make it clearer by customizing it for each municipality's funding <br />allocation. <br />Enclosed is your customized 2019 Waste Abatement Grant Funding Application and a summary <br />of the total funding allocation available to your municipality. A sample contract and definitions of <br />terms used in the contract, or where to find them in state statute, is included for your <br />convenience and reference while completing the application. <br />In order for the County to make timely funding awards to each municipality, the 2019 <br />Waste Abatement Grant Funding Application must be received by October 26, 2018. If <br />the county does not receive a funding application from your municipality by this <br />deadline, you will only receive Base Funding. <br />The Base Funding, Drop-off, General Enhancement and Organics Grant funding calculations <br />are the same as last year. <br />The following are the changes for 2019 Program Funding: <br />• There is no provision for a 10% change order after award. <br />• Additional Grant Program Enhancement Funding has a maximum award of $20,000. <br />These changes were made to make additional funding available for more municipalities. A <br />sample contract has been enclosed for your information. Once the grant applications have been <br />reviewed and awarded, you will be sent your final contract so there is no need to obtain signatures <br />at this time. The County will return grant award letters and contracts to you no later than <br />November 30, 2018. <br />Your tonnage goals are being increased 5 pounds per person per year (ppy) to 215 ppy for single <br />family households and the multi -family is being held at 160 ppy as in the past several years. <br />Thank you for your cooperation and efforts to reduce waste and increase the amount of material <br />recycled and composted in our county.
