Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #18-217 <br />RESOLUTION SUPPORTING METROPOLITAN COUNCIL STUDY FOR <br />NORTHWEST METROPOLITAN AREA REGIONAL SURFACE WATER SUPPLY <br />SYSTEM <br />WHEREAS, the City of Ramsey owns and maintains a municipal water supply system <br />which is essential to the quality of life, health and welfare of City residents and businesses; and <br />WHEREAS, the City of Ramsey currently relies on groundwater as the sole source of its <br />municipal water supply system; and <br />WHEREAS, the City of Ramsey plans to construct two new municipal water supply <br />system groundwater wells to accommodate planned growth in the years 2023 and 2028; and <br />WHEREAS, Minnesota Statutes 473.1565 directs the Metropolitan Council to undertake <br />planning activities that emphasize conservation, interjurisdictional cooperation, and long-term <br />sustainability; and <br />WHEREAS, the Metropolitan Council has received an allocation of the Clean Water <br />Funds to provide assistance to local units of government who are undertaking water supply <br />planning activities; and <br />WHEREAS, the cities of Corcoran, Dayton, Ramsey and Rogers (hereinafter "Cities") are <br />participants in the Northwest Metro Water Supply Study Area, and <br />WHEREAS, the Cities have expressed an interest in working with the Metropolitan <br />Council to study alternatives and relative costs associated with the use of surface water as a <br />potential source of water for their municipal water supply systems; and <br />WHEREAS, the primary objective of the Cities led study is to understand the relative costs <br />and implementation considerations of different surface water use approaches to long-term water <br />sustainability within the study area; and <br />WHEREAS, the approaches evaluated in the study are not intended to prescribe specific <br />solutions for implementation, but will rather serve as examples to stimulate future planning that <br />could involve a hybrid of alternatives identified in the study, or in combination with water <br />conservation measures and other sustainability approaches. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That, the City of Ramsey hereby supports a collaborative and cooperative effort to <br />study a regional surface water supply system in the Northwest Metropolitan area. <br />
