CC Regular Session 4. 6. <br />Meeting Date: 12/11/2018 <br />By: Chloe McGuire Brigl, Community <br />Development <br />Information <br />Title: <br />Adopt Resolution 18-252 Approving Architectural Plans for Parkside Village; Case of Centra Homes, LLC <br />Purpose/Background: <br />The purpose of this case is for the City Council to weigh in on final architectural plans submitted by Centra <br />Homes, LLC for Parkside Village (the build -out of Ramsey Town Center 9th Addition). The City Council <br />previously reviewed this case and adopted Resolution 18-228, which granted approval for the project with the <br />condition that the City Council would see final architectural renderings, consistent with COR guidelines. The <br />purpose of this case is to review the proposed final architectural renderings. <br />Notification: <br />No notification required. <br />Observations/Alternatives: <br />Since 2005, City standards in the COR have changed in regards to architectural review, and the City has different <br />regulations surrounding topsoil requirements, wetland setbacks, landscaping, and infiltration. Due to these changes, <br />the City requested the applicant come back forward with a site plan in order for Staff and the City to approve the <br />new buildings. <br />The proposal shows private, internal roadways and 13 new, attached townhome buildings. The applicant is <br />proposing to follow the site plan set forth by the previous developer, which includes attached townhomes and <br />private roads. The proposed townhomes generally meet the architectural guidelines of the COR but will require <br />larger porches. The City has already approved the final plat for this project, so this discussion is strictly about the <br />landscape plan, architectural standards, and approving the grading plan. Staff recommended the buildings meet the <br />current COR regulations, which require changes to the elevations, exterior finish, porch/deck sizes, and adding <br />articulation along the building. <br />The applicant has since brought forth updated architectural renderings, which are attached. The new architectural <br />renderings show: <br />• Additional articulation on backside of building <br />• White instead of brown pillars <br />• Larger front porches <br />Funding Source: <br />The applicant is responsible for all costs associated with Project. <br />Recommendation: <br />Staff recommends approval of Resolution 18-252 approving architectural plans for Parkside Village contingent <br />upon final review by City Engineer. <br />Action: <br />
