Assistant Public Works Director Olson explained one of his concerns would be if they were to
allow this to be a public park, are they setting a precedent by allowing the charter school to use
tkis park when they have not don~ the same for the school that is already in the City.

Mr. Jacobsen discussed the plans for the parkway in the Town Center with the Commission.
There is a walkway around the parameter of the parkway. They also have internal walkways
within the park that connect to the major roadways. There will be open spaces, room for an
amphitheater in the park. There will be a bridge over the walkTvay to allow cars to cross and
having a footpath and water path under the bridge.

Commissioner Shryock asked if there was an opportunity for an outdoor classroom area.

Mr. Jacobsen showed on the drawings where this would be in the parkway.

Chairperson Johns inquired if there will be. permanent areas that will have water and what kind o~'
depth would be there.

Mr. Jacobsen stated the areas under the bridge would always have water in them.

Assistant Public Works Director Olson noted the depth would be six to ten feet and the ponds
will be lined.

Mr. Jacobsen stated they have landscapes that emulate more native growth of the area. He
explained they have the initial cost estimate but he has not had time to review it.

Assistant Public Works Director Olson updated the Commission on the issues brought up at
meetings. He explained that he would like to have the Joint Park & Recreation Commission and
City Council meeting for December 4th and this will also be the regular Park meeting for the
month and he will update the Commission on the cost breakdown.

Commissioner Shryock suggested in the meantime, they might only have a sliding hill at a park
and in time expand on that when they have more money.

Mr. Jacobson stated the direction he has been given is to develop the ideas of the Commission
into a plan and eventually expand upon them for the furore.

Chairperson Johns thought ~V~r. Jacobson did a great job of incorporating their ideas into the plan.

Commissioner Shryock asked if Mr. Jacobsen would be coming back to the Commission with
hardscape design because the Commission has talked about the look they want.

Mr. Jacobsen stated what they are trying to get done by the middle of December is an agreement
on concept plans and budget for the capital campaign.

Park and Recreation Commission/November 13, 2003
Page 10 ofll
