The City has established a trail development fee at a rate of $475 per unit; existing homesteads <br />are exempt from this fee. The plat will be subject to the trail fee in effect at the time of fmal. plat~- <br />approval. This feed must be paid prior to the City releasing the mylars for recording. <br /> <br />The Planning Commission reviewed this project on November 6, 2003. Staff has had <br />discussions with Ryland Homes regarding possible rearrangement of the plan to incorporate a <br />public street and shorter private drives~ This area zoned is PUD, which allows for latitude by the <br />Council in accepting the final plat. The Park Commission should consider what they would <br />expect in Park and Trail Dedications. There is an existing City park south east of the <br />development and an 8-foot trail was added south of Riverdale Drive when Pdvenwick 3rd WaS <br />developed. Commission can make park dedication at future meetings after revised~plans are <br />submitted. <br /> <br />Commissioner Olds inquired on the map, there is a rectangle with a rectangle in the middle. He <br />asked if this would be a swimming pool. <br /> <br />Assistant Public Works Director Olson noted that was correct. They requested a swimming pool <br />to be included and part of the Association which the Association would own and maintain. <br /> <br />Commissioner Olds asked if the area surrounding the swimming pool would be park space. <br /> <br />Assistant Public Works Director Olson explained it could be: <br /> <br />Commissioner Olds stated this could be an area people in the development could go to for green <br />open space, not the general public. <br /> <br />Commissioner Shryock asked if the ponds on the plat, had pathways around them and the <br />roadway through the development would be a public road. <br /> <br />Assistant Public Works Director Olson explained the pathways did go around the ponds and <br />originally the Association came out and stated they were only going to have private roads but the <br />City did not allow that because it does not comply with City codes. The City is requiring public <br />roads. <br /> <br />Commissioner Shryock inquired if there would be sidewalks on the south side of the <br />development or somewhere in the development. <br /> <br />Assistant Public Works Director Olson explained it shows on the map proposed but he did not . <br />recall one on Riverdale. <br /> <br />Commissioner Shryock stated with the traffic and speeds on the road, they should have sidewalks <br />around the development. <br /> <br />Assistant Public Works Director Olson agreed and asked if the sidewalks should be all around <br />the development. <br /> <br />Park and Recreation Commission/November 13, 2003 <br /> Page 8 of 11 <br /> <br />/'1(8 <br /> <br /> <br />
